The Finance and Administration Manager (FM) supports the multi-national, multi-cultural OMF team and its ministries in being responsible for all the financial and general administrative arrangements for OMF Cambodia. The FM is a volunteer, the role is not salaried. Like other OMF members, the FM will need to pray in his/her financial support.
Ideally, the new FM will commit to a 3 year period of service, preferably longer. The primary objectives of the role are to ensure good stewardship, operational effectiveness and excellent management of financial and property resources of OMF Cambodia. The role includes aspects that are financial, accounting, technical, procedural, regulatory, stewardship, and pastoral. The FM reports to the Field Director and works closely with them, and others who also help support the team, particularly the Personnel Manager. The FM oversees a small finance and office team and the managers of the Team Centre. The FM is an ex-officio, non-voting, member of the Field leadership team (the Field Council), a full member of the Administration and Finance Committee, and the Crisis Management Team. The role is close to full-time and is based in Phnom Penh in offices in OMF Cambodia’s headquarters building (“Team Centre”) There will be opportunities for Khmer language and culture learning, with the extent depending on the time of arrival (and handover from the current FM) and the intended length of commitment to the FM role. OMF Cambodia’s vision is, by God's grace, to see communities of disciples who are following Christ in every aspect of life and multiplying throughout Cambodia and beyond. Currently we have around 70 adults seeking to do that by involvement in a variety of ministries, with different groups of people, based in several different urban and rural locations throughout Cambodia. - Oversee OMF Cambodia finances including property and projects. - Ensure sound management of finances and financial records according to OMF’s values and good accounting practice. - Relate with, and support, members regarding their finances, including giving advice and helping members to understand financial matters. - Manage the annual budgeting and financial year end processes. - Develop and maintain good financial and administration policies and procedures. - Support leadership by providing understandable and relevant reports on a timely basis. - Ensure compliance with labour, finance, taxation, and other relevant legislation and requirements. - Oversee visa matters and related official requirements. - Contribute to meeting the ongoing requirements governing OMF’s official permissions to be in Cambodia, including renewal of, and regular reporting related to, various agreements (Memoranda of Understanding) with government ministries and other authorities. - Responsibility for OMF Cambodia’s assets (including property, IT, finances). - Oversee the management of the Team Centre operations. - Active member of the crisis management team.
- A strong financial background is essential, preferably with a formal accounting qualification. - Good administration and management skills. - IT skills and experience an advantage. - A commitment to teamwork and good communication are important. - Integrity and honesty. - Comfortable working with details, as well as being able to ‘see the big picture’. - English language proficiency. - Well organized and flexible.
